A new hard drive and doing what the support article says still cant get iBook G4 to work help?

Nothing so far has worked after 7 people 2 techs a hard drive and this article nothing has worked also I cannot get into any of the disk utility's to reinstall the OS X it just sits at the gray screen and flashes a question mark and Mac symbol but if you try any key commands it ejects the disk I don't know what else to do
