If it is running on line power but not batery there could be a battery failure...go to the apple in the left side of the menu bar, About This Mac, More Info, System Report, Hardware, Power and what does it say about battery capacity, cycle count, and Contition?

If Condition is not Normal it needs service by an Apple technician.

The first thing to try is a SMC reset:

The battery information is satisfactory.  If the SMC reset does not rectify the issue, make an appointment at an Apple store genius bar for a definitive diagnosis.

That battery actually looks like it is ok.  Do the SMC reset linked by captfred, and if it still will not run on the battery have the Apple store genius bar techs run their  diagnostics.  There could be a charging or power circuit problem.

Thanks guys for your time, I did the SMC reset and i hope i did it correctly but nothing happened, its still the same like when i unplugg the power cable it does not start and when poer cable is connected it starts, the battery is 97 % but there is a green light on the power cable as it means like its not in charging mode.

Any way I will take it to the Apple shop and hope to find the solution for the problem, as my mcbook air is not insured and i will be paying I hope they dont charge me too much, lol

Thanks guys for all your help.
