Short of a restore, would attempting a reset of all settings be a wise decision? I felt that the reset of network settings would have proved to be the most effecient troubleshooting method as this SEEMS to be an issue with the communication of the printer to iPad.
I would not restore right now. It's too soon to take that approach - IMO. Resetting settings would not be nearly as involved as restoring the iPad, but it does take some time to get all of the device preferences and settings back to where they were and I know this from first hand experience.
I know that this sounds repetitive, but I would go though all of the steps that you went through one more time - starting with power cycling the router, restarting the printer, and then rebooting the iPad. Not just restarting, but rebooting .... If you haven't tried that already.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.
