Why the left hand column of my device home applications be inactive while connected and found by iTune in my computer?

When I connect my 3G iphone to my computer it will be detected and when I open applicatication icon in device window, my device home applications located on left hand of the page are look in active and I can't rearange home icons or syncing applications that I had already purchased. How can I troubleshoot this problem?
