Q: Photostream from iPhone 4s to windows 8 laptop

I have my icloud account and photostream set up on my windows 8 computer. I have 993 photos on my photostream, however I cannot get all 993 photos uploaded to my laptop--only 459 have been uploaded. I can't seem to figure out what is going on.

iPhone 4S, iOS 6.1.3

If the missing photos are older photos it may be because iCloud only keeps photo stream photos for 30 days.  Older photo stream photos will remain on your devices (up to 1000 photos) until deleted, but they are removed from iCloud after 30 days.  Thus, when you enable photo stream on a new device, it will only receive photos from the last 30 days (as the others are no longer there).

That might be what is going on. So, my next question is...where do you back-up your photos at?

If the photo stream photos are on an iOS device, save them to the Camera Roll (if not already there).  To do this, open the photo stream album, tap Edit, tap the photos you want to save, tap Share, tap Save to Camera Roll.  After they are in the camera roll you can import them to your computer as explained here: http://support.apple.com/kb/HT4083.

Another option would be to use an app like PhotoSync to transfer your photos (including photo stream photos) between your devices over wifi.

I could use some advice about Photo Stream.  Can you download/view/delete photos in your iphone directly from my pc through icloud without directly connecting the phone to my pc?  Or another words, can I log in my icloud with my pc and wirelessly download pictures from iphone? Thanks for any feedback.

If you sign into your iCloud account and enable photo stream on your PC you will be able to automatically download photos added to photo stream from your phone, without physically connecting your phone to your computer.  (Note that when you first enable it, you will only receive photos added to your photo stream in the last 30 days.)  If you delete a photo stream photo from your PC, it will also be deleted from your phone (and vice versa).

This guide explains how to sign into your iCloud account on your PC and enable photo stream: http://www.apple.com/icloud/setup/pc.html.
