Is it okay if you charge it's battery even if it is not fully drained like 40%?

Sure. I would only charge it to 100% when its empty, but of course you can even charge when battery is not fully drained!

You can charge it whenever you want and as long as you want, regardless of its state of charge. It is not possible to overcharge it. There are no rules with Lithium batteries.
