Can't open email/shut down mac.

I'm new using mac's and i am having trouble to open my mail, on my MacBook Air.

I click on the icon and the window doesn't show up, just the bar on the top but doesn't allow me to use anything, not even Quit, which result in not letting me restart or shut down my mac.

Anybody has any idea what's going on?
