If I buy an iPad mini wifi and Celluar without any SIM card in the USA , and bring it to Europe, will it then work on the European system with my European Simcard?
Yes. iPads work worldwide with 3G. Read the specifications.

LTE works in some countries but if LTE is not available the iPad will fall back to 3G.
However Apple have changed the wording on the iPad warranty and it now reads the same as the iPhone
With that in mind you are most unlikely to have warranty cover outside the US if you are purchasing as a visitor to US and using permenantly in Europe
