I have my eye on a few iPhones (In particular an iPhone 4s) on the internet, one in particular from Romania.
My question is; If the iPhone is unlocked, is it likely to have the english language installed and can it be changed so it can be casually used the same as an English iPhone?

The only real way to know an iphone is carrier unlocked is to buy it direct from apple or have the carrier it is locked to unlock it.
However, english comes standard on iOS it may not be installed as default based on the country it is sold in, but it is standard.
I would proceed with extreme care

Of Romania 's carriers only Orange & Vodafone offer unlocking chances of it being unlocked ,small
if you need help or access to out of warranty support Apple in UK will not touch it
When you find you have a lemon Romania is hardly accessible
It appears most of iphone scams are internet /eBay related
If you must buy in England and pick it up so at least you can see what you are buying .

Yes, all iPhones have a large number of languages already installed as listed in the Tech Specs, and switching to English or another one takes a few seconds via Settings > General > Language.
Do international iPhones sold abroad have the English Language installed?
