Does macbook air have dictation? I tried pressing the fn button twice but it wouldn't work. Is there any other way to enable the dictation? A friend of mine told me that his mac (macbook pro) has dictaction and he can enable it by pressing the fn button twice. Well I tried it but it wouldn't work. Is there dictation in macbook air and if yes, how can I enable it/ disable it? 😕

Dictation is only available in OS X Mountain Lion, so open  > About this Mac, and tell us what OS X version you are using. If it's 10.8, open System Preferences > Dictation & Speech, and set up Dictation. If it's 10.7 or 10.6, you have to upgrade Mac OS X.

it's 10.6.8. I also searched for software update and it said that there is no update and that mz version is up to date. so what am i doing in this case?
You have Snow Leopard, which doesn't support Dictation. You have two options:
1. Use an application like Dragon for Mac > http://www.nuance.com/for-individuals/by-product/dragon-for-mac/dragon-dictate/i ndex.htm
2. Upgrade to OS X Mountain Lion.
If you want to upgrade to Mountain Lion, first check that your MacBook Air is supported > http://www.apple.com/osx/specs If it's supported, open the App Store and purchase Mountain Lion. While it's been downloaded, make a backup of your data and check that your apps are compatible > http://www.roaringapps.com
When the download finishes, the Mountain Lion installer will appear, so follow its steps
are these installations safe? i am thinking for dragon because the other ones seems too complicated
Mountain Lion is completely safe and it's the latest OS X version available, so I recommend this option instead of the expensive Dragon. Dictation is included for free in Mountain Lion, so you don't have to pay for it. However, if you don't want to upgrade because you could mess up something, buy Dragon
