There is a Symbol font, but selecting it doesn't seem to enable a symbols keyboard. How do I add symbols into a document (copyright, registered, etc.)?

Use an app like Cymbol or Unicode Pad.
Does cymbol enhance the standard keyboard, or is it a copy/paste app?
It's not possible to modify the standard keyboard, all apps for extra characters work via copy/paste.
I am fairly sure copyright and registered are both on the emoticon keyboard which you can turn on in the international keyboard section of the settings app.
I also turned on greek keyboard so i can use some of the greek letters such as delta, sigma, etc...
