I have just updated the operating system on my iPhone 3GS to iOS 6.1.3. iTunes successfully updated my calendar and contacts. It does not seem able to restore my apps, music or photos from backup. Would anyone have any suggestions on what to do?

Where is the process failing? Error message?
If you can't get the restore to work, you can resync the apps and music from iTunes (sync, not restore). Hopefully you imported your photos to your computer, if you want them back on the phone you can sync those from iTunes as well.
Media is not included in backups, never has been.
Apps are not included in the backup, only specific app data as defined by the app developer.
Media and apps should be in the iTunes library on the computer.
