Locked up with iCloud message about backups not done in 4 weeks

Hi all, i have iCloud problem too, i buy iPad from my friend but when i charge battery i see iPad is iCloud locked 😟 . who i need contact to send serial number and try unlock device .
How i can contact last owner of iPad to ask him what happened with device when is iCloud locked?

Zeus, your question has been answered in the other thread....
iPad is locked up with an iCloud message saying this iPad has not been backed up in 4 weeks. Backups happen when this iPad is plugged in, locked, and connected to wi-fi. Can't get around this message.
