Please don't say the underscore is there when you press the #+= button, as for some apps it's not. Obviously apps have the ability to change the keyboard layout according to context.

Which Amazon app are your using ? The keyboard layout varies a bit between where you are using it e.g. in the Amazon Mobile app and the Mail app when entering an email address the underscore appears to the right of the spacebar on the alphabetic part of my UK keyboard layout, not on the numeric / #+= part.
what keyhboard layout are you using? What country are you located in? Some of this will also effect the location of the special characters. I have greek installed on my ipad so i can get to things like Delta and Sigma easier, and it has the underscore in the same place as the defaul english (US) keyboard.
I think it is the app itself most likely, which if it is, you need to write to the app developer to get their custom keyboard layout fixed.

The keyboard doesn't have the underscore when using certain apps. So I cannot login to Dropbox or the amazon app. How do I sort this out without jailbreaking my IPad
