iPhoneWhere did you purchase your phone? What is the model number? iPhone sold in cerain Middle Eastern Countries have FaceTime removed at the behest of the government. These would include phones intended for sale in the UAE and Saudia Arabia. If the phone was intended for sale in those countries, it doesn't have FaceTime and there is no way to enble it.
If none of that is true for your phone, check Settings>General>Restrictions and make sue that FaceTime is not restricted.
