how do you transfer a playlist from iPhone to a new computer?

I have some good playlists and ratings that I have been developing over 8 years. I reciently bought a new laptop and I would like to transfer these to my new computer.

iPhone 4S, Windows 8

iOS devices are not backup devices.

Copy the media (the ENTIRE iTunes folder) from the old computer to the new computer.
