That's a critical failure. It can not be fixed. It's usually caused by attempts to hack, jailbreak, or downgrade the phone.

The phone will need to be replaced.

Since there is no supported way to downgrade, you've most likely corrupted the iOS to such a point that you're getting that error.

You can try to force the phone into recovery mode, as described here, & restore it. This will put iOS 6.1.3 bak on your phone, if successful:

A) You can NOT fix this problem. The phone will have to be replaced.

B) You have forfeited your right to support by downgrading your phone (which is probably what caused the problem in the first place). You are not eligible for a discounted out of warranty replacement.

Buy a new phone.

You can't "corrupt" iOS like that just by downgrading. It's a hardware failure.

A simple downgrade, supported or not, won't cause that problem.
