My reviews do not save, hence when I look in my account I do not see Reviews and Ratings history

I need help with this, I do not see a Review History in my account also, I think my reviews are not saving. This happened once but now it's back. I thought I needed an iTunes update but that did not help.

Has anyone else been experiencing the inability to write and save reviews on the App Store?
