How Do I Access The ~/Library/Preferences Folder In Mac OS X 10.6.8?

I need to access the ~/Library/Preferences Folder on my Mac and it is locked. There's a red minus sign on the folder that is revoking my access, and when I tried to change the privileges with my password, the access was changed for a couple seconds and then reverted back to no access. I have administrator access on my computer so that shouldn't be the problem. How do unlock the privileges on this folder so I can access it?

MacBook (13-inch Early 2008), Mac OS X (10.6.8)

Right click on the hard drive and select Get Info. (Or select the drive and type command + i).

1. In the pane that comes up, click on the padlock and authenticate with your password.

2. Click on your name (in the lower part of the pane) and in Privilege, select Read and Write.

3. Click on the gear wheel (bottom of the pane) and select Apply to enclosed items.
