Q: voicemail password

my phone is asking for a voicemail password and i didnt remember it so i reset it but it wont accept it, it has my locked out of my phone and wont even let me turn it off?

iPhone 5, iOS 6.1.4

Voicemail is a carrier function. Check with the carrier about resetting your password and your voicemail.

You say the phone is locked? What do you see on the screen. I've never seen or heard of voicemail locking the phone.
