pc to mac windows xp only (not sp3 and later) - where can I get this file?

My PC is seven years old and is running an old version of Windows XP. I've downloaded the file to put on my pc so that I might transfer the files to my new MacPro, but am getting the following message: Windows XP SP 3 and later.

Where can I get a file that for a PC running Windows XP only?
