iPhone 3GS unable to activate after updated to iOS 6.1.3

"We're Sorry, Activation Server Temporarily Unavailable, contact Customer Care...Your request Could Not Be Completed?"

99.9% of the time, the cause of this issue is the fact the phone was jailbroken/hacked to unlock it for use on networks other than the network the phone was originally locked to. Apple maintains a database of officially unlocked iPhones, and when Apple's servers detect phones such as yours, activation stops & you get the message you got.

So, you need to get a sim card from the carrier the phone was originally locked to, or get it officially unlocked, if you want to activate it. Because it appears that it was not officially unlocked.

Your iphone was probably HACKTIVATED prior of your attempting to upgrade it to 6.1.3. Now you're gonna have to activate it with the SIM card of the carrier that the phone was originally locked to. There is no other way of activating it. Sorry mate.

I have found the original sim card for the phone and put it in, rebooted the phone, and it still says the same message...any suggestions?

Ask whoever gave you the iPhone which cellular provider it is locked to

and then contact that provider to see if they offer unlocking and if you

qualify.

Contact AppleCare - they may tell you which wireless carrier the iPhone is

locked to based on the serial number of the iPhone.

Be advised that if the iPhone has previously been jailbroken or modified to work

with other than the original carrier, a legitimate unlock may not be able

to complete due to damage caused by the jailbreak software.

i had this problem , i contact with the carrier and they send me email that they had unlocked it , i then connected it with itunes and restored....but not get activated i contacted apple and they told me that my phone was jailbroken before , so they cant do anything,,, now how can i restore my phone to old ios4.1 , so that i can use it for calling , ans e-mail

plz help me , my phone is now without any use

What part of that do you not understand.

Your phone was previously hacked or jailbroken. It is now a brick.

Buy a new phone. You can't get help here.
