I dropped my iPhone 4S in a pool. Phone had a cover. What should I do to dry it and hope it still works?

If it was turned on, turn it off. Put it in a ziplock bag with rice. Do not touch it for 5 to 7 days. After that time, try to turn it on. If there was chlorine in the pool, your hopes of it working again are not good.
If the iPhone4S doesn't come back to life you can exchange for an out of warranty replacement for $199 at Apple Stores Genius bar

you can try putting in a plastic container with white rice.then cover. the rice will take moisture out. you can also use those "DO NOT EAT" little packets. they take moisture out too.
