how can I sync my iphone to itunes if it doesn't sync automatically when I plug it in?

I plug in my iphone 5 to my PC and nothing happens. I want to sync it with itunes but it doesn't register the device. The iphone doesn't even say its charging while conected to my computer. How do I fix this problem?

iPhone 5, iOS 6.1.3

the Itunes doesnt read the phone as a device, but it doesnt have a problem syncing and reading my ipod. i want my itunes to read both and sync with both. how do i manually add a device to itunes?
