Ibook G4 won't charge after plugging into bad outlet

I plugged it into a bad outlet last night and didn't realize. It shut off immidiately, I thought it was shot because it took a while to reboot. However, it started up fine but now I notice that when i try to charge, it will not charge. The LED flashes from orange to green (mostly orange) but doesn't charge at all. It's now dead out of battery and won't turn on because of that but I already tried resetting my SMS and that didn't work. 😟

I'm trying to figure out if it's the laptop itself, the charger, or the battery. My current guess that it's the charger. Help?
