First save your photo stream photos to your camera roll if they aren't already there by opening your photo stream album, tap Edit, tap the photos, tap Share, then tap Save to Camera Roll.

Then go to Settings>iCloud, tap Delete Account, then sign back in with the changed ID.  This will delete the account and your iCloud data from your iPad but not from iCloud.  Provided you are signing back into the same account, your data will reappear on your iPad when you sign back in.

I tried to delete the obsolete iCloud account from my iPhone 4 associated with a previous ISP account.  However, to do this step I am required to enter the password for the old account and I do not recall what that password was.  There is apparently no way to reset the password since that e-mail account is no longer active to receive the password reset instruction.  Any suggestions?  Can I just wipe the entire contents of the iPhone and start over?

Go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID.  Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change.  Then edit the name of the account to change it back to your old email address.  You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud).  Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.  Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.
