Q: how do i create folders in iCloud?
I want to organize iCloud for Pages & Numbers but I only found instructions for iWorks - I don't have any need for all the apps in iWorks.
MacBook Pro, OS X Mountain Lion (10.8.2)

Open Pages on your computer. If the documents/open window isn't showing, click File >> Open. Make sure icloud is selected on that window. Drag a document onto another to create a folder. I don't think you can currently do this from the website.
