I have past purchases that I deleted from my music and I want them back. When I found them on my iPad in the iTunes Store I hit download and it is saying that they are associated with a certain apple ID and that I can't download them in 15 days. Why! I purchased them on my ID and so I just need help downloading them again.

It sounds like your iPad has been associated with a different Apple ID in the past. Thus, due to licensing agreements, there is a day limit on associating the device with a different Apple ID:
iTunes Store: Associating a device or computer to your Apple ID

Once a device or computer is associated with your Apple ID, you cannot associate that device or computer with another Apple ID for 90 days.
