Bought iPad mini but FaceTime app is not there.

If it's not hidden via Settings > General > Restrictions then where did you buy the iPad ? If you bought it in the UAE, Saudi Arabia and possibly a few other countries then it won't be on the iPad due to restrictions by those countries governments, and it can't be installed (including via iOS updates).
But then this is more like fooling customers and hi dings things from customers. Neither the salesman one their site Amy's anything in relation to this.
If you bought it in the UAE then I assume that you bought it from a reseller (I don't think that there are any Apple stores there ?) - maybe they assumed that you knew about the restriction.

I had the same, I bought from Saudi arabia... but is this mean we are not allowed to use it !!!!!!!!
The Saudi government has similar restrictions as the UAE, they also don't allow the FaceTime app
