I was trying to load some photos to my I phone. Ended up having to do a restore from icloud. As a consequence I lost all of my notes. Any help would be appreciated.

What were you syncing them with? They should still be there.
I was syncing with an iphone 5 attached to my imac with Mountain lion installed

Syncing Notes with iTunes and OS X Mountain Lion v10.8
You can sync with the Notes app using IMAP or iCloud. Syncing Notes using iTunes is no longer supported on OS X v10.8 and later.
Were you syncing them with an IMAC or iCloud account? If not, then you will need to restore the phone from a backup made when they were present.
