How do I stop users from changing the desktop picture?

How do I prevent my students from posting Internet images to the desk top?. We have iMacs running OSX 10.7.4. There is not a setting in Parent Control that I can find.

You create a Admin account for yourself and Standard Accounts for others, then lock System Preferences from being changed except with a Admin password.

You also can lock Safari so it can't be used by resetting the permissions in the Finder, then install Firefox and the addon called PublicFox which locks down the browser with it's own password to prevent downloads or changes to the browser itself.

TinkerTool and OnyX over at Macupdate.com can lock the Dock and other things from changes.
