Picture show 'No SIM' in upper left corner, not 'locked SIM' as your other post
states.
You cannot activate an iPhone without a sim. The sim does not have to be
associated with an active cellular account; however, if the iPhone is locked to a
particular wireless provider, the sim must be from that wireless provider.
If there is a sim in the iPhone, replace the sim. If still same message, have the
iPhone evaluated for free at nearest Apple store.
Photo in your post shows ICCID: Unknown. That message is usually indicative
of a failedattempt at jailbreaking/hacking and is not recoverable. If this is
the case, Apple will not assist.
