If you are asking whether you can use it on wifi networks then yes, all iPads can connect to wifi. Whether you need to pay to access a particular network will depend upon who's network it is e.g. coffee shops sometimes have free networks, hotels may be free of paid-for.

iPad 2 have no Hotspot capabilities.
