no "x" on 3rd party apps, so can't delete--after hard restart

after hard restart, no "x" in corner of 3rd party apps allowing me to delete. How to get the "x" back?

iPhone 5, iOS 6.1.4

Check Restrictions (Settings App > General > Restrictions) and if it is set to prevent deleting apps.
