I have the 4s and I don't have siri.

it is not under Settings/general and my update is iOS 6.1.3. Language is set at english, Region is set at United States (I'm also in the U.S.). any help?

Are you certain you have a 4S as opposed to the iPhone 4? Please post the model number from Settings - General - About - Model = ???

That is an 8gB iPhone 4. Siri is not available on the iPhone 4.
