Q: Repeated Permissions Problems

I keep running the verify permissions to see why my system is constantly slow and I keep getting the spinning pinwheel. I checked my permissions and I got the following errors - coming back not being repaired. Any ideas how I can clean up my system w/o having to reformat my desktop?
