Imported photos are always cropped

Whenever I import a photograph into iMovie for iPad, it is always cropped: I get the full width of the image, but the height is cut to adapt to the 16:9 ratio.

When I pinch the photo to zoom it out and start a Ken Burns effect, I see the full width and height of the picture for a moment but after releasing my fingers, the image reverts back to its cropped size. The zooming doesn't hold and I can never use the full photograph.

Should all photographs apply the 16:9 ratio in order to appear completely?

If you click on "Allow Black" under the Ken Burns effect it should widen out to get the whole photo. Although I think technically the button will say "disallow black" when you look at it -which is the default setting. So just click that and it should switch to "Allow Black".

Thank you very much for your answer, but this is how it works on a Mac or a PC. I was referring to iMovie fo iPad in my question because on this model, there are precisely no settings for the Ken Burns effect. You can't allow or disallow black.
