iPad taking a long time to recharge

When iPad battery is down to around 30% or less and I recharge, it takes a long time to recharge. Overnight, it charges maybe 10-15% and the charger itself becomes hot. I understand it should take about 3 hours to recharge to 100%. That's seldom happening. Is my iPad3 defective?
