Why am I not able to download purchased music to my iPad Mini?

How you are you trying to download, directly from the iTunes Store or from iTunes on a computer? And what happens when you try?
From the device itself and over wifi
And what exactly happens when you try to download, and are you trying to make new purchases, or download past purchases?

These are past purchases. It's a new IPad mini. I was dopwnloading my apps and other items without any issues. I got to the music and it won't work. Unable to download.... Done or Retry.. it appears to be downloading just fine until it gets to the very end then give the error pop up.
And it won't allow me to download new purchases. I tried to buy a song and got the same error.
Have you tried restarting the iPad? (Hold down the power button until you get the red "slide to power off", do so, and then press the power button again to start the iPad back up.)
yes, tried resetting all settings, restore, restart, reconfiguring from new...
Do you have access to a computer with iTunes? If so, have you tried purchasing/redownloading there? If it fails there as well, there may be something amiss with your account. Go here:

and follow the instructions to report the issue to the iTunes Store. It's also possible that it's a temporary glitch in the iTunes Store servers. If this problem has just cropped up in the last few hours, you might wait a few hours and try again, as the problem may clear up.

We just purchased our iPad Mini and are having the exact same issue. Unfortunately, the laptop that had the original iTunes purchases on it died. When we go into iTunes on the iPad and click on Purcahses, all of our music is listed, but it never completes the download. This is obviously and issue with the iPad Mini and you would think that there would be a solid answer. Factory reset, refreshing Apple ID in iTunes does not work. The iPad is current in th iOS version.
