The option to update without the computer (Over the air) was made available with iOS 5. If your iDevice is using a version of iOS lower than 5, you will need to use iTunes on your syncing computer to perform the upgrade. Use the Apple link below as a guide for the upgrade.

Settings>General>Software Update is only available in IOS 5 and above.
If you are using IOS 4, you need to connect to iTune (computer) to update software.
if you have iOS 4 or earlier, you need to update via iTunes.
If your iPad is running something prior to iOS5, you need to connect it to your computer and iTunes to update hte software.
