Q: Why can I not restore my iPod touch?

I updated my iPod and now it won't turn on and it says to connect it to iTunes. I connected it to iTunes and it says that I must restore it because the iPod is in recovery mode. When I try to restore it, I get a message that says "iPod cannot be restored at this time because the iPod software update server could not be contacted or is temporarily unavailable" I've tried all of the troubleshooting options like updating iTunes and windows but nothing works.
