Verify that your carrier supports Personal Hotspot for your device and that you have Personal Hotspot enabled on your cellular plan:

There is no segment to turn it on in the setting / cellular data?! And cellear data is turning on by the way,..

the Carrier supports personal hotspot for this device

And and

celluar data is enabled in this device TOTALLY ON

but but

there is no segment for personal hotspot in the setting

so so

what would you offer to do as solving problem?????

Even for carriers that support Personal Hotspot, you may have to enable it on your account (and pay extra).

I check with carrier operator and there is no more charge for personal hotspot and automatically are open to use

Personal hotspot is missing in general / setting / cellular data or what ever place and it is not existed in the device.

On the Previous version means before iOS 6.1.3 it was looked in general but after update is disappeared totally!!!

Check Settings > Cellular Data.

On my 6.1.4 iPhone 5, it's in Settings > General > Cellular.

On my 6.1.3 iPad (3rd gen), it's in Settings > Cellular Data.

By the way, I withdraw my previous suggestion to check your carrier account. Neither of my devices is attached to an account with Personal Hotspot enabled, but they both display the option (and it I press the button, they offer to open a web page on my carrier's website to enable it).

Already I check it and I'm using iPad mini

Carrier web page is not support to enable

Automatically it's open and ready to use it

I can't enable on my device IPAD MINI

Because there is no personal hotspot any more

On the previous version before iOS 6.1.3 is existed

After updating device it's disappeared and
