Go to applied.apple.com and manage my apple id, sign in with your AppleID. Then, password and security to add the rescue email address.

That's exactly my problem.

You can't create a rescue address after the fact. If you're already locked out of your account, you can not add an alternate email address. That would defeat the entire purpose of 'account security'.
