Q: my ipad wont log in it says this ipad cannot be backed up because there is no enough icloud storage available. you can manage you storage in setting. but i cannot go to settings

If your iPad is frozen and unresponsive, reset it by holding the power and home buttons at the same time until you see the Apple logo, then release.
