A:

You don't need to pay to have your previous iTunes Store purchases stored in the cloud; they also don't count towards the storage limit.

You do need to pay to have music from other sources stored there, and it counts toward the limit.

Yes, because Match accesses non-iTunes store musice, there is a $25 fee.

Not sure what your issue is... but basic iCloud is Free...

iCloud = http://www.apple.com/icloud/features/

iTunes Match is a paid subscription service...
