I have an eMac os x 10.4.11, is there a way I could upgrade to Snow leopard?

I'm running os x 10.4.11 and every program (iTunes, iMovie,Safari,etc.) is running old versions. With myself only having an iTouch 2g, I can't download any music with the iTunes running 9.2.1 and iMovie *****! Is there a free way to get Snow Leopard? Or Mountain Lion? If not can I please use someone else disk?

PowerMac, Mac OS X (10.4.11), Only runs iTunes 9.2.1

No. An eMac can't be upgraded past 10.5.8; if you want to upgrade the computer to that, buy a retail Mac OS X 10.5 DVD from a source such as Amazon or eBay.
