We have yet to buy a Mac Mini. We just wanna make sure if it is possible to run Xcode in Mac Mini before be purchase it. We are also planning to use regular LCF/LED monitor on it.

Yes.
There will be no issues running Xcode. Works quite well
on my 2011 Mini Server, so new ones will be no problem.
I do suggest that that you purchase at least 8 gig RAM
upgrade but get it from somewhere like OWC or Newegg,
as Apple prices for RAM are silly high.

Take a sigh of relief (if needed). Any new mac mini you buy today is going to deliver. However, i would recommend going for the middle of the series one (2.3GHz Quad Core i7) and order it with a fusion drive. A perfect balance. By the way I have owned and used every mac mini model that ever came out starting from the PPC version, Core Solo, Core Duo, Core 2 Duo, Aluminum Unibody ones and trust me it is always under rated. A very reliable and capable machine.
