If logic board is broken will the charging light turn on?

I use Macbook Air Mid 2009 13 inche. And my macbook won't turn on. TRIED PRESSING ON KEYS OR POWER ON BUTTON AND IT WON'T RESPOND. They said the logic board is broken. But the charging light still comes up. Does it mean charging problem or logic board prblem.
