In all cases, only the original cellular provider can provide unlocking. Contact them to determine their unlocking policy

Only the Carrier it is locked to can unlock it... Contact the Carrier and ask if they offer this Service and if you Qualify.

Nope, Apple does not unlock the iPhone, ONLY the cellular provider (phone company) can do that. Contact them.

No. Contact the cellular carrier it's locked to. Apple can't do anything for you. Only the carrier it's locked to can legally authorize unlocking it.
