i am unable to update my phone and all my contacts have disappeared . Can they be retieved?

When you say you can't update I am puzzled because your profile says you have a 4S and iOS 6.1.3. That is the latest iOS for your phone. If you have a backup that contained the contacts you no longer have then restore from that backup
